City of Palo Alto Leaf Blower Certification
If you operate a leaf blower in the City of Palo Alto, beginning January 1, 2001 the Palo Alto Municipal Code will require you to carry a certified leaf blower operator’s card , as well as an authorized leaf blower. All individuals operating a leaf blower need to be certified. Failure to carry a card will result in a citation as well as a letter to the client from the City. Excessive violations by a single company will result in fines and This card can only be obtained by attending one of the training classes. All classes are sponsored by BAGA, CLCA and the Palo Alto Police Department.
The classes listed below are sponsored by BAGA and there is a $10.00 fee for all non- BAGA and CLCA members. This means that you may take the test for free, but that your employees must pay the fee. If there is sufficient interest, our Chapter may hold some Certification Seminars at no charge. The class consists of a review if the Palo Alto Leaf Blower Ordinance, watching the CLCA/PPEMA sponsored Leaf Blower Safety video and a DMV style, 18 questions test. The class lasts approximately 1-1/2 hours. 

Currently scheduled classes are as follows:
Thursday Evening, October 5, 2000 @ 7:30 PM, Palo Alto City Council Chambers
Saturday Morning, October 14, 2000 @ 9:00 AM, Cubberly Center Auditorium, 4000 Middlefield, Palo Alto
Thursday Evening, November 2, 2000 @ 7:30 PM, Fair Oaks Community Center, 2600 Middlefield Road, Redwood City
Thursday Evening, December 7, 2000 @ 7:30 PM, Fair Oaks Community Center, 2600 Middlefield Road, Redwood City
Summary of Palo Alto Leaf Blower Ordinance (90.10.060 f – 90.10.080) Changes Effective January 1, 2001
Gas-powered blowers: Affixed Manufacture’s label with an ANSI rating of 65 dBA or lower.
Electric leaf bowers: 75 dBA or less @ 25 feet.
No blowers to be operated without all mufflers and extension tube attachments supplied by the manufacturer.
Hours of Operation:      M-F 9:00 AM – 5:00 PM       Sat: 10:00 AM – 4:00 PM
No person shall operate any leaf blowers on Sundays and holidays ( January 1, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor day, Columbus Day, Veteran’s Day, Thanksgiving, Christmas)
Commercial operators must prominently display a Palo Alto Leaf Blower Certification card.
